Preamble
The States Parties to the present Convention,
Recalling the purposes and principles of the Charter of the United Nations, in particular the maintenance of international peace and security, the prohibition of the use of force, and the promotion of human rights and sustainable development,
Reaffirming the inherent dignity and equal and inalienable rights of all members of the human family,
Recognizing the Earth’s biosphere as the essential foundation of all life and human civilization,

Determined to establish a comprehensive international framework to ensure that artificial intelligence contributes to the prevention of conflict, the protection of the planet, and the advancement of humanity,
Have agreed as follows:
Part I – General Obligations
Article 1 – Scope and Purpose
The purpose of this Convention is to:
(a) Prevent armed conflict through the responsible use of artificial intelligence;
(b) Promote sustainable peace and environmental security;
(c) Establish a framework for global cooperation in AI governance.
This Convention applies to all uses of artificial intelligence with potential transnational impacts.
Article 2 – Definitions
