描述:
Windows Bundle patches 11.2.0.4.8 to 11.2.0.4.161018 are identified to be vulnerable to very high SCN jumps. Hence we recommend you to apply the latest bundle patch 11.2.0.4.161028 (24591648) as soon as possible.

Before applying the 11.2.0.4.161028 patch (or above) , execute the following checks. 

1. Check current_scn from v$database. If its greater than 15169738620928, contact Oracle Support before proceeding. If its less than 15169738620928, please proceed to next step.

2. Execute SCN Healthcheck.sql script from Patch 13498243.

If the Result is C in your case, then contact Oracle Support immediately. Else, you can apply Patch 11.2.0.4.161028 safely.

Please do not proceed with the patch application if either of the above checks are negative.

The above checks are mandatory before upgrade or patch application, 
if and only if you had applied any of the problematic Bundle Patches mentioned here (ie, 11.2.0.4.8 to 11.2.0.4.161018). 
In other words, if you had never applied the Bundle Patches 11.2.0.4.8 to 11.2.0.4.161018, 
the above checks are not required before applying the BP 11.2.0.4.161028 or later.
