Xcode Access Denied Error (Message P1)

Today, I finally decided to upgrade my environment to use the latest XCode 4. The developer site denied access to the download with an error message that read

Access Denied

If you need assistance, please contact the ADC Support Team.

If you feel you received this message in error, please reference this code when contacting the ADC Support Team: P1

Clicking on the link "ADC Support Team" resulted in a page not found error. Is this because something is broken on the developer site? Was my account blocked for some reason?

Solution

With a little bit of digging (Thanks Google :), I learned that the error is due to the fact that I have not reviewed the latest terms and conditions of the SDK. You can find this agreement by going to the "iOS Dev Center". You should see a message on the top that provides the link to the latest agreement。
